1. Describes how housing needs were improved in Bakersfield, California. Through community efforts, a city with a large amount of dilapidated housing organized and found funding to upgrade old housing and build new housing while maintaining the character of the communities. Includes interviews with community residents, HUD officials and local housing authority personnel who explain where the funding comes from and how it can be applied for.
