Chapin talks about the position of New York City Cultural Affairs Commissioner to which he was appointed by mayor Rudolph W. Guiliani in 1994. He also speaks about his previous positions such as a former manager of the Metropolitan Opera, the dean of the School of the Arts from 1976 to 1986 when he created vital links between the School and leading institutions in New York City, such as Lincoln Center, the Shubert Organization and other Broadway theaters and Carnegie Hall, and a vice president in charge of programming at Lincoln Center in the 1960's; about performing arts, his biggest passion; and about cultural life in New York City.
