Summary
  1. This episode of Positively Black has two segments. In the first, host Gus Heningburg looks at street entertainers in New York, interviewing street comedian, Charlie Barnett. In the second, he discusses the Supreme Court ruling that stopped the election of the New York City Council until district lines were redrawn in a nondiscriminatory manner. He interviews New York Secretary of State, Basil A. Paterson; and Cesar A. Perales of the Puerto Rican Legal Defense and Education Fund who was at the forefront of the lawsuit.
